In a significant move to combat the surge in spam calls and messages, the Telecom Regulatory Authority of India (TRAI) has launched a robust Anti-Spam Initiative. This effort has led to the blacklisting of 50 companies and the disconnection of 275,000 telecom lines. TRAI’s measures are designed to enforce stricter regulations and reduce the prevalence of unsolicited communications that have been troubling consumers.
Anti-Spam Initiative: New Regulations and Actions
According to a recent TRAI statement, the Anti-Spam Initiative has resulted in substantial actions against those exploiting telecom resources for spamming. “Access Providers have taken decisive actions to curb the misuse of telecom resources for spamming, leading to the blacklisting of over 50 entities and the disconnection of more than 275,000 SIP DID/Mobile Numbers/Telecom resources,” the statement noted.
In response to a sharp rise in spam call complaints, TRAI has implemented new regulations requiring telecom operators to block promotional calls originating from unregistered sources. This involves the use of advanced telecom technologies, including session initiation protocol (SIP) and primary rate interface (PRI), to monitor and control these communications more effectively.
Rising Complaints and TRAI’s Stringent Directives
The urgency of the Anti-Spam Initiative was underscored by the significant increase in spam call complaints, which numbered over 790,000 from January to June 2024. To tackle this issue, TRAI issued stringent directives to telecom operators on August 13, 2024. These directives mandated the immediate halt of promotional voice calls from unregistered telemarketers.
“TRAI took this issue seriously and issued strict directives to all Access Providers, mandating the immediate cessation of promotional voice calls from unregistered sources using SIP, PRI, or other telecom resources,” the statement explained.
Penalties and Future Measures Under the Anti-Spam Initiative
Under the Anti-Spam Initiative, telemarketers found violating these regulations face severe penalties. These include a potential ban on telecom resources for up to two years and blacklisting. TRAI emphasized that any unregistered telemarketer caught misusing telecom resources would face significant consequences.
“Any UTM found to be misusing these resources will face severe penalties, including disconnection of all telecom resources for up to two years and blacklisting,” TRAI warned. This strict enforcement is aimed at deterring spam and ensuring compliance with the new regulations.
In addition to these immediate measures, TRAI has sought industry feedback on potential future actions. This includes exploring the introduction of higher tariffs for calls and text messages that exceed certain thresholds. As part of its ongoing efforts to refine the Anti-Spam Initiative, TRAI released a consultation paper on August 28 proposing amendments to existing anti-spam regulations.
Proposed Changes and Stakeholder Feedback
The consultation paper suggests introducing tariffs for phone calls and text messages sent from ten-digit mobile numbers that surpass a daily limit. Specifically, subscribers making more than 50 calls or sending over 50 SMS per day may be flagged for further scrutiny as potential spam callers. This proposal is intended to address the growing problem of unsolicited communications and improve the overall user experience.
TRAI anticipates that these comprehensive measures will lead to a substantial reduction in spam calls and enhance the efficiency of the telecom environment. The regulator has urged all stakeholders to adhere to the new regulations and contribute to creating a cleaner and more effective telecom ecosystem.
